COI vs Roadworthy: Which Inspection Do You Need?

A Certificate of Inspection and a Queensland Safety Certificate both involve vehicle safety — but they aren't interchangeable.

The right inspection depends on what the vehicle is and how it's being used. For everyday light vehicles, a Safety Certificate is usually the one people mean by a Roadworthy. COIs apply to particular vehicle and commercial-use categories.

COI or Roadworthy? The right inspection depends on the vehicle and how it's used
Quick Answer Which one do I need?
Normal Light Vehicle

Queensland Safety Certificate

Commonly called a Roadworthy or RWC. Usually relevant to light-vehicle registration and ownership-transfer situations.

Certain Commercial / Passenger / Heavy Vehicles

Certificate of Inspection — COI

A periodic inspection required for particular vehicle categories and uses, including booked-hire vehicles.

Side by Side

The Main Difference Between a COI and a Roadworthy

Both inspections are concerned with vehicle safety, but the reason you're getting the inspection — and the type of vehicle involved — is different.

What Are We Comparing?
Roadworthy
Safety Certificate
COI
Certificate of Inspection
Main Purpose
Used for certain light-vehicle registration and ownership-transfer situations.
A periodic inspection for vehicles that fall into Queensland's COI categories.
Common Vehicle Types
Cars, motorcycles, light vehicles and eligible trailers within the Safety Certificate scheme.
Booked-hire vehicles, taxis, limousines, buses, certain heavy vehicles and other COI vehicle categories.
Why You Need It
Often because the vehicle is being transferred, registered in Queensland or re-registered.
Because the vehicle's category or purpose of use requires an ongoing current COI.
Is It Periodic?
No. A Safety Certificate is generally triggered by a registration or transfer situation.
Yes. COI vehicles require periodic inspection, with most COIs valid for 12 months.
Does One Replace the Other?
No.
No. A vehicle requiring a COI needs the inspection appropriate to its category and use.
?
The easiest way to think about it:

Don't start by asking “Which certificate sounds right?” Start with the vehicle type and what it is being used for. That determines the inspection requirement.

COI Vehicle Categories

Which Vehicles Commonly Need a COI?

A COI is not simply a different version of a Roadworthy. Queensland requires COIs for specific categories of vehicle and use.

BH
Personalised Transport

Booked-Hire & Rideshare Vehicles

Vehicles used to provide booked-hire services generally need a current COI unless an exemption applies.

TX
Passenger Transport

Taxis & Limousines

These are among the Queensland passenger-transport vehicle categories that require periodic COI inspections.

BUS
Passenger Vehicles

Buses & Certain Public Passenger Vehicles

COI requirements also apply to buses and various other public-passenger vehicle categories.

HV
Heavy Vehicles

Trucks, Heavy Trailers & Other Heavy Categories

Many heavy vehicles also fall within the COI system, although where they are inspected can depend on the vehicle category.

!

Not Every COI Vehicle Is Inspected in the Same Place

Depending on the vehicle type, the inspection may be carried out by an appropriately accredited Approved Inspection Station or through an NHVR inspection centre.

U
Driving for a ride-booking service?

Queensland's booked-hire requirements include having the vehicle appropriately registered and maintaining a current COI unless the vehicle is exempt.

The Vehicle & Its Use Matter Different inspection requirements apply to different vehicle categories
Both Are Safety Inspections

So What Is Each Inspection Actually Doing?

This is where the names can become confusing. Both a Safety Certificate inspection and a COI involve checking whether the vehicle meets applicable minimum safety requirements.

The key difference is the scheme the vehicle falls under and why the certificate is required.

R
Roadworthy / Safety Certificate

Most commonly connected with a light vehicle being transferred, registered in Queensland or re-registered.

C
Certificate of Inspection

A recurring compliance requirement for vehicles that fall within Queensland's COI categories.

They're Not Interchangeable

Having one certificate doesn't automatically satisfy a requirement for the other if the vehicle falls into a different inspection category.

Safety Certificate

Think: Registration & Transfer

For most everyday light vehicles, the Roadworthy/Safety Certificate usually comes into the picture when ownership or registration circumstances change.

Certificate of Inspection

Think: Vehicle Category & Ongoing Use

COIs are periodic because certain commercial, passenger and heavy vehicle categories need to maintain current inspection status while being used or registered in that category.

Which Inspection Do You Book?

Start With What the Vehicle Is Being Used For

If you're still unsure which inspection applies, these two paths cover the most common situations.

Path 01 — Roadworthy

It's a Normal Light Vehicle

You're selling or transferring it, registering it in Queensland or re-registering it, and it doesn't fall within a COI vehicle category.

You're most likely looking for a Queensland Safety Certificate — commonly called a Roadworthy or RWC.

Path 02 — COI

The Vehicle Has a COI Use or Category

It's being used for booked-hire, taxi, limousine or another COI-regulated purpose, or it falls into an applicable heavy/passenger vehicle category.

You're looking for the appropriate Certificate of Inspection.

12 Months

COIs Are Normally an Ongoing Annual Requirement

Queensland COIs are generally valid for 12 months. Owners of registered COI vehicles need to maintain a current COI unless an exemption applies, and a current COI is required to renew registration for a COI vehicle.

i
There can be exemptions and vehicle-specific rules.

The exact requirement can depend on the vehicle type, weight, seating capacity, registration and purpose of use. If you're not sure, check the vehicle's Queensland requirements before booking.
